Job Title: Director of Finance

Description:

1.       LEADS and MANAGES, with the assistance of Department Heads and Supervisors, the departments and areas of Finance, Tax, Accounting, Municipal Court, and Customer Service.  CONSULTS with Department Heads, Superintendents, Officers and Supervisors regarding the various problems, activities, programs and issues regarding their areas of responsibility.

 

2.      PROVIDES for an annual budgeting and planning process to insure long term financial and business strategy.  SUPPORTS all levels of the organization in budget preparation through training and by providing historical information when appropriate.

 

 

 

3.      OVEESEES City’s Contract for the assessment and collection of taxes.

 

4.      MONITORS and REPORTS short and long term economic trends for the City.

 

5.      DIRECTS the financial activities of the City including budget preparation, cash management and investments, debt management, revenue collections and financial planning and reporting.

 

6.      PLANS, ORGANIZES and DIRECTS the activities of personnel engaged in accounting, utility billing and computer services.

 

7.      PLANS and IMPLEMENTS financial and administrative objectives in keeping with the City’s strategic objectives.

 

8.      DIRECTS and MONITORS the preparation of City Budgets to include forecasts of revenue and expenditures, and the development and recommendation of City’s tax rate; DEVELOPS and ADMINISTERS departmental budget.

 

9.      DEVELOPS and IMPLEMENTS strategies for managing cash, investments and debt; REVIEWS cash requirements, invests available cash or reduces investments as needed.

 

10.  PREPARES and REVIEWS monthly and annual financial reports for City Council.

 

11.  PREPARES materials, reports, agenda items dealing with the City finances for and ATTENDS City Council meetings.

 

12.  DIRECTS and PARTICIPATES in the annual audit.

 

13.  COORDINATES or ADVISES those engaged in the coordination of City wide projects involving the allocation and expenditure of funds.

 

                14.  PERFORMS all other related duties as assigned

Qualifications:
Bachelor’s Degree in Accounting, Finance, or Business Administration or in a related field required. Master’s Degree, CPA and familiar with AS400 system preferred. Five to seven years experience in Finance Administration required. Valid Texas State driver’s license required. Skills in budgeting, oral and written communication, organizations and planning. Skills in project management. Knowledge of accrual accounting, adjusting entries, budget analysis, and accounts receivable and payable. Knowledge of Accounting systems, bank reconciliation, capital justifications, fixed assets, general ledger and payroll. Knowledge of GASB rules and regulations on financial reporting. Ability to guide and direct subordinate professional and clerical staff members to insure adherence to all policies and legal requirements.
