Position 4 - Todd Kinsey, Mayor Pro Tem

Todd Kinsey has been a very active member of the community since he, his wife, Heather, and their two sons moved to League City in 2003.  

When he joined city council in 2012 the city had a number of problems, chief among them was out of control spending which caused the city’s debt to skyrocket to nearly $280 million. Kinsey was part of a group which fought to rein in spending; paying down nearly $40 million in debt while making significant investments in infrastructure.

Since joining council, Kinsey has provided steadfast leadership in the community and was elected Mayor Pro Tem by his peers. He also utilized his management skills to lead a bipartisan group to pass the new animal shelter. 

Kinsey's other achievements since joining City Council include:

  • Cut property taxes five times. 
  • Increased the homestead exemption by eight percent. 
  • Passed the cost of service model. 
  • Created a partnership with the Lakes of South Shore Harbour HOA to build more than a mile long sidewalk along South Shore Blvd. 
  • Led a budget initiative to build sidewalks along Main Street in the Historic District. 
  • Salute to Heroes veterans benefit. 
  • Worked with staff to redesign hike & bike trail system which allowed the city to build more trails faster.
  • Ardent supporter of the Downtown Revitalization Plan.

Kinsey has proudly served his country as a decorated Solider in the U.S. Army and is a veteran of the Gulf War.  He has held a variety of private sector positions in marketing, sales, and project management throughout the twenty years prior to entering the political arena. He is also a freelance writer.

He and his wife have raised two sons who are now in college.
