Financial Transparency

The City of League City is committed to improving online financial transparency. The City has participated in the Texas Comptroller Leadership Circle program since its inception in December 2009.  The City has always received the highest level of recognition available which includes the Platinum Award in 2015 following four years at the gold level.  This award recognized local governments across Texas that opened their books to the public, provided clear and consistent pictures of spending and shared information in a user-friendly format that let taxpayers easily drill down for more information.  Continuing efforts to maintain and improve financial transparency, the City of League City is a candidate to receive the Texas Comptroller Transparency Star award for Traditional Finances. This award changes the landscape of financial transparency by providing downloadable data sets and new visual representations of information.  Increased transparency through these means allows taxpayers to better understand public services and spending decisions. 

Financial Summary

The following summary data is from the government-wide Statement of Activities in the City’s Comprehensive Annual Financial Report.  The government-wide Statement of Activities reports the results of the City’s operations on an accrual basis of accounting.  Revenues are recognized when earned and expenses are recognized at the time the liability is incurred.


The per capita figures are based on the City’s 2016 estimated population of 100,053.

Comprehensive Annual Financial Report

This report provides a quantitative look at the operating success, financial health, and compliance of the government report units. It includes a balance sheet, a statement of changes in financial position, a statement of revenues and expense, and a comparison of budgeted to actual expenses and revenues.

Annual Budget (Electronic Version)

A budget serves as the financial plan for the City. It shows proposed spending and revenue in broad categories by department or by account type. 

Budget Infographic (Interactive Version)
The City of League City has adopted the use of a web based budget transparency site in support of increased transparency for our citizens.  Historically city budgets contain hundreds of pages and are often difficult for citizens to analyze and understand.  This site provides a graphical user interface allowing citizens to more easily understand the budget.

5-year Capital Improvement Plan
A five year plan of capital investments that reflect the needs identified in the City’s master plans along with reinvestment in the City’s aging infrastructure.

Quarterly Reports
Included in this category are the quarterly financial reports, investment reports and 4B Investments.   

Long Range Financial Forecast
The purpose of the forecast is to provide long-term context for annual decisions that will be made in the formulation of the annual budget and 5-year capital improvement plan. 

Check Register
A check register is a listing of all payments incurred during a quarter by the City.  The check register includes payment date, payment amount, description, and payee.
