Blue Santa Program
Find out how you can donate toys or register for the program. The Blue Santa Program is coordinated by the League City Police Department and League City Citizen’s Police Academy Alumni Association. It takes the involvement of other city departments, local businesses, and citizen’s to make the program the success that it is today. The Blue Santa program is run strictly on monetary, toy, and bike donations from the community.
The purpose of the Blue Santa Program is to provide toys to League City children whose families may not otherwise be able to provide for them at Christmas. League City citizens are required to register at the police department and show proof of residency in League City. Each year the event begins with donations of NEW toys from schools, citizens, and businesses. The toys are then wrapped and ready to be delivered to eager children at the Christmas Party which is held at the Civic Center. The Christmas party offers family pictures with Santa and gifts for registered participants.
In 2008, the League City Blue Santa program provided 410 children with presents this year. Over 145 families registered for the event and each family received a Kroger gift card along with toys for the children. We gave out a record number of 95 bikes thanks to local businesses. We want to say thanks to Houston Community Management, Poseidon Pools, Little Automotive, ‘Cedes, Shipley’s Donuts, Ray Skains SR Signs, League City Evening Lions Club, Kemah Wal Mart, and the Sign Shop for their generous donations of bicycles.
We have already started collecting NEW toy and bike donations for Blue Santa. You may drop off your donations at the police department located at 500 W Walker St. We only accept NEW and toys. Although we accept donations all year, donations must be received by December 7th, 2009 in order to be wrapped and gifted this year.
Blue Santa registration for families begins on November 17th at the League City Police Department seven days a week from 8 a.m. until 5 p.m. Blue Santa Registration ends December 1st at 5 p.m. You must bring a driver’s license or identification card that reflects your current address is in League City or a utility bill with your name and League City address on it.

Proceeds from calendar sales will go directly to the LCVFD Relief Fund providing financial assistance to fire fighters injured in the line of duty. League City FD is comprised of approximately 150 volunteers. When injured fighting fires, these men and women must take time off from their paid jobs to recover from their injuries, at times resulting in a loss of income for the fire fighter and his or her family. The Relief Fund will assist the injured fire fighter alleviating financial concerns so he or she and focus on healing. [Ordering info...]

Scam Artists have committed five costly thefts in League City
“Pigeon Drop” scams are confidence schemes wherein the suspect convinces the victim of the suspect’s trustworthiness by completing a trust building exercise such as trading money. Most schemes are initiated by the scam artist who casually makes contact with the victim. A second suspect either interjects himself into the conversation or is innocently introduced by the first suspect in a seemingly random encounter. Once trust is established, the victim voluntarily withdrawals money from an ATM and then willingly gives the money to the suspect, who walks away on the promise of returning shortly, but never does.

Within the last few months, there have been five scams in League City. In keeping with the scam style, a suspect will causally approach victims asking for directions to an address. The suspect then convinces the victim to provide the suspect with a ride. Once in the car, the suspect produces a large sum of cash and protests his distrust of banks. At some point the suspect will introduce the second suspect to the victim. Sometimes this introduction can take place miles away from where victim met the first suspect. The second suspect will reassure the first suspect that banks can be trusted. Both suspects then ask the victim to drive them to a bank or ATM. To show the first suspect that people can be trusted, the second suspect will give the victim money and then leave the victim unattended. Once they return, the suspects will then ask the victim if he or she can be trusted. The victim proves his or her trustworthiness by giving the suspects money. The suspects promptly walk away and don’t return.

Both League City suspects are approximately 30 year-old black males. Most victims report the suspect initiating contact as having a heavy “African” accent. Additionally, the suspects have been targeting people near banks along West FM 646 during the weekdays and near 12:00 P.M. Anyone with information about this investigation are encouraged to call the League City Police Department at 281-338-8210.

Receive Top Honors at State Conference


The League City Animal Control Shelter and an Animal Control Officer Sammy Garza received top awards at the 35th Annual Texas Animal Control Association Conference, held in Corpus Christi, November 8-11, 2009.

League City Animal Control Superintendant Laural Powell accepted the Texas Animal Control & Welfare Agencies Award for Cities or Counties with a population over 50,000 but less than 100,000. This award is give each year to the agency that has an effective employee development program, involved in public awareness, and has made improvements such as improvements to facilities, handling of animal enforcement, and efficiency of personnel.

With a population of over 70,000, League City Animal Control has a staff of nine employees that operates the City Animal Shelter and responds to animal issues within the city limits. All of the staff members have completed State Animal Control Certifications ranging from Basic to Administrative. Two of the officers also have Animal Cruelty Investigator Certifications through the Association of Certified Cruelty Investigators.

In 2009, League City Animal Control made presentations on animal related issues to Girl Scout Troops, Boy Scout Troops, School Groups, Home Owner Associations, and Service Groups.

During the past year, the City made several improvements to the Animal Shelter. An expansion was completed that doubled the holding capacity of the shelter allowing stray animals to be held in an area separate from adoptable pets to control the spread of disease. Stainless steel cages were purchased for the Cat Holding area, which has helped with disease control. The existing building was given a fresh coat of paint which gives a clean, warm appearance. In addition, through the exceptional efforts of staff, volunteers, Fosters and Placement Programs, League City Animal Shelter found homes for 77% of the dogs and cats that were picked up by Animal Control Officers.

League City Animal Control Officer Sammy Garza received the James Vyers Field Officer Award for his outstanding performance above and beyond normally required.

Sammy Garza has been an Animal Control Officer with League City since 2006. He has earned an Advanced Animal Control Officer Certification (DSHS) and Animal Cruelty Investigator Certification (ACCI). Officer Garza applies himself professionally to his daily duties, assisting citizens with concerns and pet owners with ideas to improve compliance. He is often one of the first to volunteer to help other officers, whether it is with a difficult call, or by covering an extra shift when someone takes time off.

In September of 2008, as League City evacuated for Hurricane Ike, Officer Garza volunteered to take League City Shelter animals to the Montgomery County Animal Shelter where he remained to care for the animals in adverse conditions, as the hurricane passed through the area.

Sammy Garza views Animal Control as a profession, and regularly goes above and beyond his regular duties for the benefit of the animals, his fellow officers, and the citizens of League City.

Vehicle Vandalism
The League City Police Department would like to inform residents of an increased number of vehicle vandalism incidents. Victims report their vehicles were egged, had windows smashed or slashed tires. The offenses are spread across the city, however most are concentrated on the west side of town. The investigation has led to several suspects, most are juveniles. There appears to be no connection between all of the events and the remaining unsolved cases, which leads to the belief that multiple groups are offending. League City residents are encouraged to report suspicious events in their neighborhoods, such as unsupervised juveniles walking at night or sounds of breaking glass. Anyone with information about these events should contact the League City Police Department at 281-338-8210.
Advanced Citizen Police Academy

The advanced citizen's police academy will be held this spring beginning January 20th, 2010. Most classes will be held on a Wednesday night at the Civic Center from 6 p.m.-9:30 p.m. The classes will not be held the second week of the month so as not to interfere with the regularly scheduled Alumni meetings. You must be a member in good standing of the League City Police Officer's Alumni Association.
The courses are designed as a specialized look into law enforcement duties as well as give the participants training/certifications they can use to further their involvement with the League City Police Department. Courses include:
" 1/20/09 Alumni Program Development- (Where can you plug in? Future projects)
" 1/27/09 CPR certification
" 2/03/09 Citizens On Patrol certification
" 2/17/09 Crime Scene Search
" 2/27/09 Building Search with practicals
The class is limited to (30) thirty participants. Registration will begin at 8 a.m. on Tuesday, August 18th, 2009 by phone or email (email is preferred). You must provide an email address at time of registration. Preference will be given to Alumni who have demonstrated a commitment to the Alumni Association through active participation and attendance of Alumni meetings, as well as, those who have never attended the Advanced CPA. I will send out an email once registration has been processed that will list the participants.
For those who are interested, special certifications will be offered in the spring for future Alumni sub-committees to be developed over the next few months. More information will be available after January 1st, 2010.
